In a scene never seen before, the Chief Justice of India T S Thakur broke down while addressing a conference on Sunday.
He said for decades, governments had neglected to hire more judges and strengthen the infrastructure to help judiciary deal with the "avalanche" of litigations.
Justice Thakur was addressing the inaugural session of Joint Conference of Chief Ministers and Chief Justices of High Courts.
As a result of the negligence, Indian courts were paralysed with work and the poor litigant was made to wait endlessly for cases to end, said Justice Thakur choking on his words.
"...It is not only in the name of a litigant or people languishing in jails but also in the name of development of the country, its progress that I beseech you to rise to the occasion..." he said.
Justice Thakur listed the efforts made by different agencies including the Law Commission and the successive Chief Justices to increase in the number of judges. "But nothing has moved,"he said. Chief Justice of India said in a choking voice.
