Retired IPS officer DG Vanzara returned to Gujarat after a break of nine years following his arrest in 2007 in the Ishrat Jahan and Sohrabuddin encounter cases.
A large gathering of supporters welcomed him at the Ahmedabad airport on Friday morning.
He later attended a reception at the Gandhinagar town hall with people dancing, playing drums and showering petals on him.
Visibly happy, Vanzara danced the traditional Gujarati talwar natiya or sword dance which is performed on occasions such as wedding.
Vanzara, who is on bail, was recently allowed by a special CBI court to return to his home state, Gujarat.
Vanzara was arrested in 2007 in connection with the alleged fake encounter of Sohrabuddin Sheikh and Tulsi Prajapati, but was given bail in 2014. The bail in the Ishrat Jahan case was granted only in February this year.
As one of the conditions of bail, Vanzara had been asked not to leave Mumbai.
