Athar Aamir Ul Shafi Khan, who stood second in the civil service exam this year has been allotted Rajasthan, instead of Jammu and Kashmir, the state he hails from.
Cadre is allotted according to preference and rank, and IAS toppers are usually assured of getting the state of their choice, which in most cases happens to be where they come from.
